CHAMP-Net

Brief Description
CHAMP-Net (www.CHAMP-Net.org) is an online resource that provides information about free and low cost health coverage programs for California’s uninsured children and families. The primary objective is to educate, support and assist communities as they work to enroll and retain more children in appropriate health coverage programs and, in so doing, reduce the numbers of uninsured children. The site reaches statewide, including county-specific information for Los Angeles, Fresno, Imperial, Kern and Shasta Counties. Information dissemination through CHAMP-Net, web-based technical assistance, monthly electronic newsletters (CHAMP-Net News), and email alerts support families and those individuals who directly assist families enroll their children into health care coverage.

Measured Anticipated Outcomes
  • Disseminate comprehensive and up-to-date information about health care coverage programs in California to more than 15,000 individuals annually
  • Provide technical assistance via email and interactive web-based tools
  • Improve the community’s knowledge of health care coverage programs available to low- and moderate-income uninsured children and families
  • Reduce the number of uninsured children in California

Policy Implications
  • Creation of a network of application assistors and health advocates to share information and resources on best practices in outreach, enrollment, retention and utilization
  • Widespread use of the application assistor is a model program which incorporates best practices in outreach, enrollment, retention and utilization to reduce barriers to coverage.
  • A larger pool of well-trained application assistors will ensure that any expansion of health coverage increases enrollment in health coverage and appropriate utilization of health benefits.
