| <p>Norman R. Ross, Jr. has served as the Senior Vice President for the Western Regional Office of Delon Hampton & Associates since his appointment in Spring 2001. Mr. Ross leads DHA’s expanded efforts in California and the surrounding states as the firm better positions itself in the engineering, program management and construction management markets that DHA has been serving since 1973.
<p>Norman Ross has nearly 40 years of experience in project management, business development and marketing. He is also a well-known expert in the field of environmental regulatory policy. Mr. Ross received his Bachelor and Master of Science Degrees from Virginia State University. He has completed Advance Management Development Programs at the Harvard Business School and the University of Southern California.
<p>Mr. Ross has a long and outstanding national and international career history. He has served as Vice
President with the Sverdrup Corporation, Parsons Brickerhoff, Metcalf & Eddy, and most recently the URS Corporation. Mr. Ross has also served as the Chairman of the Committee for the Procurement of Architectural and Engineering Services and the Federal Construction Council, and had the honor of serving on the White House Domestic Policy Council with responsibility for Natural Resources and Science programs and assisting the President in the formulation and coordination of national policy on the environment. His background also includes his experience as a senior executive in the Federal Office of Management and Budget (OMB) with responsibility for the Environment Protection Agency. At OMB he analyzed environmental conditions and trends, reviewed and appraised Federal government programs having an impact on the environment, and managed special studies and analyses relating to environmental issues. He was a delegate representing the United States at the first United Nations Conference on the Human Environment in Stockholm, Sweden. Mr. Ross served as a major in the United States Army Chemical Corps. He has lectured on environmental policy and management as an Adjunct Professor at both the University of California, Berkeley and at Virginia Polytechnic and State University.
<p>Closer to home, Mr. Ross has been active in both the Los Angeles Area Chamber of Commerce and in the Valley Industry and Commerce Association. Mr. Ross sits on the Executive Board of the Chamber and Chairs the Los Angeles Chamber’s Transportation Policy Committee. He is also a current Board Member and long-time member of the VICA organization, and the Past Chairman of its Ground Transportation Committee. He is the Chairman for the Southern California Economic Partnership and serves on the Environmental Protection Advisory Council Steering Committee on E-Commute here in Los Angeles. In addition, Mr. Ross sits on the Board of Directors for various community and non-profit organizations including the Metropolitan YMCA of Los Angeles, Los Angeles Rotary – LA5., American Diabetes Association, Goodwill Industries of Southern California, California Council on Economic Education, and First Congregational Church of Los Angeles to name just a few.
